Well they definately don’t have a shortage of sun over there, so a solar charger sounds like a good gift.
A couple years ago, when my step-mom was in Iraq, my dad asked her what she would like as a gift, and she what she wanted the most was for him to record all of the shows she liked to watch on TV and then burn them to DVDs so she could watch them on her laptop and get a feeling of regular life.
Also, my family decided to send a care package to the base with stuff for all the soldiers stationed with her, and when she asked all the guys what they wanted us to send, the most common responses were: disposable razors, extra socks, magazines (all kinds), and bubble gum.

Hope that helps!
